Yep! Absolutely it can decrease! There are various reasons for downgrading the website's PageRank Primarily, if the quality of links is decreased then eventually it will affect the site as well..
You have keep working on your sites SEO to keep your PR or get a higher one. If not you will find it's gone in next PR update. In old days we used to buy/exchange links from Higher PR sites than ours but it's not enough anymore. Also buying links is no longer allowed.
If you are in a competitive niche, your site can drop as well, depending on what your competition does with their marketing campaign. A lot of the old techniques are not being used anymore because of google updates, the best thing to do is to make sure that you are placing links on relevant sites, that your own site is kept up to date and with no errors or problems, and avoid quick routes to getting or keeping your site at its position.

quick routes are the techniques that Google doesn't like. Link schemes etc. If google thinks that your link building strategy looks unnatural, they cold penalize your site. Have a look at the webmaster tools. They map out what they think are good ways to build links to your site. Have a look here: webmaster tools

yes of course, it happen to me many times.. friends come and go, same goes with backlink sometime when there are too much of backlink disappear can cause your ranking to drop

Google pagerank changes with every PR update from Google. And its done usually in 3 months period. Google PR mainly depends on the quality backlinks that your website have. So you need to work on that in order to improve.
