Another nice way pushing your blog is to sumbmit your blog feed to rss-directories (nearly instant done via the IMT-RSS-Submitter).
If you are using Wordpress - install some SEO-Plugin to pimp your sites titles and description.
And if you post a lot, like 2-3 posts a week youŽll easily see your rankings go up in no time!
"Try to make your blog interactive (encourage people to comment on your blog and allow guest posting)" - you can achieve that by turning your comments to generate dofollow links via plugins. but donŽt let them autoapprove or youŽll be in some of those scrapebox autoapprove lists
try to encourage your commenters to "earn a follow link" by turning their comment links into dofollow when they made like 3 comment posts.

If you have a little competitor and have unique content, based on my experience is 3 months
Create 4-6 monster posts about your niche. Then you have to make sure that your posts is known by SE, by pinging them. Try to bookmarked them also. If your posts are really really great, you can get page 1 for SERP for about in a month only.
It depends on your blog quality and SEO work.If you work hard and good you will get top position in very less time.
This is the magic ball question that everyone in IM would love to know the answer to. But, there are so many variables and unknowns. That's why SEO as a business exists.
