It also depends on how much efforts you put in and how much investments you make into it to bring it to the top.
That might be on top within just few days to might even take years and sometimes even impossible.
For example, if you create a googleblog.com and want to top for the keyword "google", thats impossible!
Time will be max. 2 weeks or 1 min.. or may be 1 month or may be 30min or may be 1 day also.. its depends on search engine and u r website popularity

It depends on how much effort you give for that. if you give your maximum effort with all seo tactics, one month is more than enough for to place your blog in top.
I don't think this question should be how much time will it require for a blog to reach number one but how much effort instead - and my answer is A LOT! and if the hard work is out in it'll pay off quicker and for a longer period

I agree with you. You can market, market and market but if you did not select the right keywords for your website and the content you post on your site, it may still frustrate you. There are quite many factors to consider amongst which promoting being one of them, search engine optimisation being another key factor.
I think my shortest time I got one of my sites among top 10 SERP is 2 months. I do SEO pretty slowly.
