Just watching , testing, read official and unofficial googles blogs and forums.. things such as minor changes the algorithm hard to hide
if major changes in the rangkins SERP, and changes in the index website .. :-)

Keeping up to date on all the industry blogs and journals will be your next best source for this information. Once something big changes with the google algorithm, the information spreads like fire to the SEO community.

i tend to watch sites like seomox and search engine watch and also google's webmaster blog. most changes happen and you will never notice. tends to be only major changes like PANDA that people notice.
i think you can know easily by using Google blog...........
If I am not wrong there is a google webmaster forum which will keep you updated with any changes made by Google in respect to search engine..
