How people overtake and maintain ranking in Google

I saw some website don't even move from its place, just static for 2nd or 3rd place for a long time.How do they maintain the ranking?

I also saw some website overtake other website in a short time.How the system of ranking is actually work?

For example,

Lets say my site has 1000 quality backlink with proper SEO on page, then other website have 1050 quality backlink with proper SEO on page also, so who's gonna win in ranking competition?

so according to pure logic, the more quality backlink you have, the better chance to get better ranking,

is that true to win in ranking competition you need to have more quality backlink than your competitor?

There are no two same websites. There are many other factors that influences your position in Google.

For example, if you're on a crapy host and your site loads too slow, your site will be penalized.
