Time is matter in Page Rank?
Does a page load time is important factor in Google Page Ranking? How much it is important?

I think yes it matters. Because no one can say that this keyword will live longer, their is competition between each keywords so different time different keywords and different popularity of topic then different keywords..

It is a factor for page ranking, but how it is important that only google knows.

I think it doesn't matter. Page time has no relation with Google page rank. Only Google page rank is associated with quality back links that you made.

I don't think there is any connection between page load timing and page rank, what matters to build page rank is how strong is your backlink only backlink gives you a high page rank nothing else can make it.

I read on warrior forum that one guy improve his website loading time by moving his site to new high speed VPS server from shared hosting. Before move he was #4 at google for his main keyword, after move on new VPS his site is on #1 spot.
So I think that loading speed is important.

Yes I think that this might be truth, now days google pays attention to that kind of stuff, so if your visitors need to wait 10 seconds that your page loads then they will push it down in SERP and give advantage to page which loads in 1-2 seconds it make sense.
Also I see many SEO tools and websites ranking tools that have this like a SEO ranking factor...

This is fact; Google checks all things like, content, backlink, page load time.

I somehow agree what you say because google is at highest PR and its web page is as simple as possible.

I don't think that loading speed is the only factor that can bring a person from #4 to #1. There might be other factors, or you can just call this as a coincidence!

^^ But loading speed may fall the number of your traffic, thats why people keep less and less amount of heavy widget to decrease loading time but yeah it will never effect you PR.
