Yes, I see it. But there is nothing on the page. At least not for me or any of my sites anyway.
For recovering from spam links, Google created the Disavow Tool.
I don't think I ever see some featured called "manual spam report action", but I know about "Disavow Tool". FYI, use it if you really know about it, or you'll gonna lost you high quality backlink.
