I think yes, the reason behind my thought is bots and crawlers will read a script only whether it will be Java, php or html as they are programmed. Now if you are adding a keyword in meta tag it will help those bots and crawlers to find your website easily.
Yes meta-tags are important, but don't expect they will help your keyword ranking so don't overuse keywords. There are many other ways apart from meta-tags that Google uses to determine what your site is about and what should be the SERP. So just prepare a user-engaging content that users would like to click in case it shows up in results.
I think it does affect your ranking..
It explains waht is your site is about and this is good in SERP
Cisanupam is right. Don't overuse your keywords.
Use keywords density.. your keywords may be in 10-15% density on your meta tag
