Will Canonical Pass All Pagerank Juice

Hi friends, my client had 2 exactly same websites and he didn't even remember. After over 1.5 years, its PR is 2.
If we apply canonical tag on the site towards the site I am working on will it pass all the PR juice and give any benefits. Although the site is not optimized or even good, it is just a duplicate site. Or should we change the content and designing and utilize it in a different way.

I think what you should do is use a 301 redirect. That should pass the PR and, as a bonus, any visitors that would visit the satellite site will end up on the primary site.
