You can visit- technorati.com/blogs/directory and select your niche/category and you will find all the High PR and best blogs.
You can also visit dropmylink.com if you want to search .edu or .gov sites, etc.

In my opinion to find those High PR do follow site will be done searching those site web page on google search

scrapebox is quiet well and my favorite, but look at the result, some pages only mention the keyword once
