This is just google trying to make there google results as new and current (fresh) as possible. I guess your content changes will appear quicker in search results (if you change title tag, or content etc.) Thats what I am getting from it, but hopefully someone writes some better information about it.

Defiantly, its really help full if you have a blog that is constantly updating then that will help a lot with your rankings. This could also put a bigger emphasis on sites that constantly updating and derank those pesky micro niche websites.

I was not up on the subject so I did some reading this afternoon. From what I read it does not appear that the quoted statement will necessarily be true. Primarily the freshness update will affect hot trending topics. Sites with evergreen content should not be greatly affected. If your subject matter is 'in the news' or there is a social buzz about your topic then this update may have a strong effect. Blogs are more likely to be affected, but this is due more to the nature of the content dealt with than the update schedule. Newer posts about hot topics are likely to rank higher, particularly if they generate some social buzz like bookmarks or 'link bait' type of links. Also a high click through rate and low bounce rate could help keep the story high on the SERP page.

The freshness update was added to the Google Algorithm in an attempt to rival Facebook and Twitter as they are becoming an increasing popular way for people to search for the latest news and events. It focuses on providing more up-to-date and relevant search results, especially in news, hot topics and other areas where this is important. The freshness update will look at how fresh your content is, how often you update it, how often you get links, and the update impacts approximately 35% of websites. Make sure when you publish new content that you include the date (preferably under article title) to help search engines differentiate between new and old content.

According to the reading I did this afternoon the 35% figure is the big number that jumps out at you, but it does not refer to websites or even search results. The 35% is the per cent of search queries that are affected by the update, in other words where the new algorithm considers additional information. The actual resulting difference that one might notice in the SERPs involves 6 to 10 % of these searches, or less impact than the initial panda update. These differences will mainly involve hot topics like breaking news and events as Melba mentions.

As I know that it means when your content must have new content and usually with new updates, maybe regularly. This will help your website with some move-ups in SERPs.
