OnPage optimization is all in your website like meta tags, unique content, pictures and alt tags, rss feed, robots txt and so on. OffPage optimization is all off your page like press releases, article directories, social bookmarks - named backlinks.

yep, on page is the stuff mentioned above that people should take more time doing but they don't
off page is the back linking which is probably more important but also a lot more work
On page optimization is something like having your keyword in the H1 tag, description, have it underlined and bold and have the keyword mentioned a couple of times throughout the article. If i am not wrong, there are a few wordpress plugin like seopressor and WP easy plugin(if i never remember wrongly) that helps you determine whether your on page optimization is done properly. According to my point of few On Page optimization is to optimize the site by optimization of title, keyword, description, content checking and alt tag optimization. and Off Page optimization is to optimize the site and create a back link by directory submission, social bookmarking, forum posting, article submission, blog submission and classified submission.
on page and off page optimization both are important .....
First to do is on site optimization:
- Pass W3C test
- No duplicated content
- Meta data optimization (titles H1, H2 and H3 for titles and subtitles of every page with important content and descriptions with alternative or secundary keywords, ALT text)
- Internal links linking with anchor text keywords to the most important pages of a given website
Than you can build external links as many you can
i think On Page & Off Page optimization both are best.

Off-page means to create backlinks for your targeted site while in On-page you can make changes in that site's content/meta tags and much more which you are targeted.
Onpage optimization is performed in the web pages and articles, while offpage is done outside the optimization of web pages, such as building backlinks.

Right now I'm following the 10/20/70 rule for SEO
10% of website effectiveness comes from Social Media
20% of website effectiveness comes from On Page SEO
70% of website effectiveness comes from Off Page SEO
So far it's been a good rule to follow.
