    There are ON-PAGE and Meta Tag 'Hints' you can use. For example: brick and mortar businesses benefit from having City, Country, Address, Postal codes, Phone #'s on-page - or you can use the footer to discreetly specify areas you might want to target.

    The proper meta formats can be found by searching on "Geo Meta Tags"
    These are actually well documented and standardized as to country codes and language codes - but whether search engines choose to honor or ignore them varies. Here's a few examples:

    <meta http-equiv="geo.region" content="USA"
    <meta http-equiv="content-language" content="en-us">
    <meta name="geo.position" content="50.167958;-97.133185">
    <meta name="geo.placename" content="Rockwood Rural Municipality, Manitoba, Canada">

    Google webmaster tools is your best bet with Google. Other than that just try to produce content that the specific location would like. Also, getting backlinks for location-specific domains (i.e. .co.uk if its uk) would help and being hosted in a server in the location also tends to help.

    You need to optimize your website for local audience
    - Set your Geo target location
    - Submit your website to local search engines
    - Submit your website to Google maps, Yahoo! local search, Yahoo local listing etc.
    - Get listed on local classifieds
    - Get backlinks from websites of target countries
    - Try to get TLD for target country
