First, make sure that the page is optimized for your keyword and location! Get the keyword and location into the title and h1 tag. Also in the opening and closing of the content on the page (use variations like Plymouth photographer and photography in Plymouth).
Google has a way to register a local business. Use it.
Put a Google map of the area on the site (may come with the local business registration). I have a site that has a local weather banner from weatherunderground for several areas and I have seen my site rank above actual local business in the same niche, I suspect due to having the local weather banner on the page.
Buy some credits and use the bookmarking tool on a slow drip for your site!!

Yeah, you really need to hit it with some good quality backlinks. You should be able to rank pretty easily for those local terms.

I believe having a listing at Google Places too would definitely help, in line with major onsite optimization for your website.
Geo-targeted SEO isn't that hard actually, especially for places where there's little to no competition.

Lots of good advice above. Get a Google Places listing, get your site added to UK-specific directories (many are free), ask previous clients to submit reviews to some of those sites (if possible), optimise your pages for the terms that you are targeting and then look to build relevant links, paying particular attention to the anchor text that you use.

What is your website URL? we can look it in to that and make suggestion.
