You need to constantly build backlinks to keep up with other sites and google is always changing you need to adapt.

I think on-page is done once but link building you have to do regularly if there is any gap then there wouldn't be any benefit of link building which you have done previously.

I'm not sure that it's ever possible to "switch off" in terms of SEO. I'm always thinking of new ways to build quality links, so it's pretty much a daily process for me on my own site (and client sites too)
For my website I dedicate 10-12 hours a week. It helps me maintain my keywords' rankings.
If you are learning SEO tricks than it's not enough that you are doing SEO work on your own, because you are might be missing something that reason you will not stay on top of SERP or never get there. You need to hire some professional SEO firm with affordable price.
I do it daily but I take the weeks off.
By steadily building 20-40 backlinks daily, you will get a lot more success than just spamming your site with 15K profiles once.
It depends on where you want to be. Gone are the days when you have a top ranking position and you'd be there for a few weeks or a month. Now rankings change almost every day, and when you're at the top rankings for your main keywords, the difference between 1st place and 5th place can mean the difference of hundreds or even thousands of visitors a day, depending on your niche.
SEO is my full-time job, I work on it 4 days a week, 8 hours a day. Most of it is off-site SEO, but as the websites I work on were not designed by myself and also have thousands of pages, I have to do a large amount on on-site SEO work too, cleaning up a large backlog of duplicate pages and stuff like that. If I stop doing SEO, say for a week, my website would probably be off the first page on Google, whereas right now I'm in the top 3.

Yes, content is very important. Since I started doing more on-site SEO and themewriting my results were a lot better in a relatively short time. Building backlinks...I do it 2 or 3 times a week, but I try to find pages with PR3 or higher and edu/gov sites. I've noticed it's better to have 10 edu/gov/PR3+ backlinks than 300 low quality ones. And I'm in a the IM niche most lately....very competative.

If you want your site to rank high for decent keywords then you need to be performing some sort of SEO regularly to maintain or improve it. It doesn't matter what niche market you are in there is always someone trying to take your spot so if you are serious about what you are doing and if you are potentially trying to make revenue off your site it has to be ongoing. I consider SEO to be a competition between webmasters and I don't particularly like to lose at anything so for me SEO is a very time consuming factor of my life. But it does work if you are willing to put the effort into it. Good SEO work pays for itself may times over if you take it seriously..

While starting seo for a website, i generally do lots of research for my site as well as for competitor's website and then perform onpage seo, after that i perform off page seo on daily basis. And also daily check its performance in webmaster and analytics tool to take the right decision regarding the further seo process.
