Hilltop Algorithm still reliable?

i just read about Hilltop somewhere. Some said it is same as PR.. if it is still reliable how to score highly under Hilltop? some said you just need to acquire in bound link from 'expert site'.

I got a rather interesting piece from wiki,

The algorithm operates on a special index of expert documents. These are pages that are about a specific topic and have links to many non-affiliated pages on that topic. Pages are defined as non-affiliated if they are authored by people from non-affiliated organizations. Results are ranked based on the match between the query and relevant descriptive text for hyperlinks on expert pages pointing to a given result page.

They go on to say that wesites that have many links pointing back to their site from these expert pages are called authorities and rank well. So to rank well with this algo, you would need to be an authority site with many expert sites linking to you.
