As you are asking for off page so if you are getting links from mid of contents which are completely optimized according to keywords and related to your niche market will boost site ranking more better than other normal links like from directory. So mainly try to do web2.0, article marketing and contextual link building for best result now a days.
For white off page SEO, the best way (as always) is to have outstanding content that people will tend to share or naturally link to.
For grayish/black off page SEO I would suggest high end PBN(Private Blog Network) boosted with some other means of off page seo like some properties, bookmarks, social signals, comments, forum links, etc...

Based on videos I've watched recently from this channel https://www.youtube.com/user/jbachyns/videos I believe Google has become too smart for manual off page seo strategies to be effective. These days it seems like the best way to get backlinks and social signals is to make your page good enough for people to do that for you naturally.
Backlinks also aren't as big of a factor as they used to be. I believe they still matter to some extent but Google's standards for determining whether or not a backlink matters is so strict that it depends more on the authority and quality level of the page the backlink is coming from for it to matter. Not the type of backlinks you can make yourself for free.
My theory is that the 2 most important factors in seo is average time on page and bounce rate.
Even if you don't use things like analytics or adsense, Chrome is the most used browser on the internet. Over 60% of people using the internet use Chrome. Google can still get this data through people who agreed to send usage statistics when they installed Chrome and use it with their algorithm. Google says they use this data to improve Chrome but there's no reason why they wouldn't also use it to improve the search engine even though they aren't outright saying that. Average time on page and bounce rate are reliable metrics for determining page quality because they can't realistically be manipulated. You can't control how your organic visitors behave. I also have a theory that bookmarking(not social bookmarking) pages via the browser is a factor. You can't reliably pay for or manipulate something like that because there's no way to prove or confirm that it was done for you. Social signals(bookmarks/likes/shares) on the other hand can be manipulated so they wouldn't be as much of a factor in comparison.
Off-page SEO may appear to be more enthusiastically than on-page SEO on the grounds that many off-page factors aren't totally heavily influenced by you, yet that is the general purpose. The harder something is to gain, the more dependable it is as a positioning factor.
The most important thing is to ONLY create back-links from sites which have DA of 20+ and from pages which have content relevant to yours, else you are doing your SEO more harm than good.
You also need to consider link-velocity (how quickly back-links are being made) . . . you can research the link-velocity of other sites similar to yours, and then you do the same, as long as you have lots more visitors than back-links (100 back-links from 50 visitors tells Google you are cheating, and they will penalise you).
Also, make sure you don't use your main keyword for back-link anchor text at all for a site under a year old, and only 1% of the time for sites more than a year old. Most of your anchor-text should be generic phrases like "click here" or "read more", or variations on your URL.
