cloaking is a black hat techniques you should avoid this techniques form your website.

It is a black hat technique in which what is shown to the user is not actually present their....for example if a link shows online clothing and a user clicks it and when it goes to website , it is not a cloathing site. It is totally blackhat and can be panalized easily
