Actually i don't know what exactly Google Fred update means, but its sounds like a secrete update from Google but widely discussed in many popular forums by many SEOs.

Does your website effected by Google's Fred Update?

As per SEO roundtable article, around 53% of the SEOs complained that their websites got effected by Fred update. There is no particular announcement released by Google web master central.

The essentials a site with a good code of the good links and leaves the time has google to read it and place it after attacks ton seo naturally, beware of the updates because google is lost

Google going more commercially, when you look at it's search page, first 4 results are ads only, so it seems like they are targetting to get more income rather than service. Because of their profit mindset actions, small business owners are loosing their business. Fred update is new and so many updates they run regularly which not not announcing publicly. So it's better to depend on advertising or offline promotion.

Very good point you mentioned.
With these latest updates like showing many ads in the front row and giving priority for maps is going to be a disaster for Google itself. Because even common man creating a Google Map and doing spam by adding his own title. This way, instead of preventing, so much spam is increasing in google search.

Actually the latest update is all about guest posting links to be minimized as it was announced on the webmaster blog that the sites with many blog or guest posting links will be under consideration and will not be appreciated that much

Yeah with that effect guest posts are reduced many popular websites and they are also changing their plans according to updates though its a time consuming process.

After Fred update I have noticed up-word moment in the ranking of my targeted keywords. If you have done quality work in past this update will help you that what I have noticed.

I think the same but Google Fred update is not new and it is not officially launched by Google so SEOs can understand what is exactly. And I totally agree on the point Google releases many updates but not officially announced about that so, it seems very soon Google will be degraded itself from the top.
