Always update your web content by refreshing them with new info, news, tutorials etc and include in them your niche keywords but not too much to avoid keyword stuffing. go for low competitive keywords only. be active in your niche forums and input your link in form of signature in them. also create social network pages, profiles, channels and groups to drive in social traffic from them. Also target high social bookmarking sites and submit your website links in them.

Also make sure your page titles are enticing. You could have a number one listing and if the title was not interesting, you could get very little traffic if any.

It depends on various things and market competition. If your website's main keywords are highly competitive something like 'best hotels in london' or 'best restaurants in New York' these are highly rated for CPC and tough to get ranked in Google's first page. Suppose your keywords are local small business based, then better to increase the credibility, integrity and quality of your work and get good repetition from customers. There are chances to get the good leads to your business. And put some investment on Google ads, so you can compare organic and paid ads traffic, and there by you can plan you coming seo plans.

Agree with you @robwhisonant

Fresh quality content is first priority
Good on site seo with good keywords used in text and url
Then once you have a decent website, go strong with social media shares.
Use the free tools on this website - they are very good
Buy a gig on Fiverr for some good link wheels
Use Socialadr (see signature) to get other people to bookmark your links for you. I use all these and actually get good traffic on a regular basis.

I think use content based optimization and active on social media sites through paid or unpaid version.

SEO can be split into two parts . . . on-page SEO, which is things you do on your website, and off-page SEO, which is things you do elsewhere.

For on-page SEO, quality content is the most important factor. You also need good internal-linking (so that visitors can easily find whatever they want on your website), contact, "about us" and privacy-policy pages, at least 500 words on every page, and use SEO Plugins for WordPress (the best Content-Management-System for SEO) such as Yoast-SEO, and also good page-speed, so a quality web-host and speed-improving Plugins.

Then off-page SEO . . . you need to create high-quality back-links, such as social-media content, guest-posts, forum signatures and profiles, etc. and reduce low-quality back-links such as over-use of social-bookmarking, too much sudden RSS submission, low quality traffic (with high bounce rate), and anything else low quality and spammy.

That's the basics, but there is, of course, lots to learn in each area, so make a start, do the best you can, and keep learning and improving.
