But how bookmarking can help to improve site ranking?

I saw bookmarking sites are filled with millions of spam links and
it is dumped with lot of web scrap.

some social bookmark give dofollow link. other social bookmark give you traffic. and all of it can make your page indexed faster, theoretically.

You can never rely on one method for back links. You need a handful of methods and use all of them all of the time. Using only social bookmarks will only last for a while.

I agree with you but popular social bookmarking sites have no follow option only which will not useful in ranking.
