CPC depends on the bid price for the keyword against which the ad is served and the ads served depend on the content on the page and the geo-location of your visitors among other things. Is it possible that the content is drawing lower quality ads or of interest to visitors from minor markets?

If your quality score is high automatically your cpc will get decrease.
