AdSense approve problem, receiving same messages every time!

I have applied several times for AdSense. But every time I am receiving the same messages from google!
The messages is below:

Hello,
Thank you for your interest in Google AdSense. Unfortunately, after
reviewing your application, we're unable to accept you into AdSense at
this time.
We did not approve your application for the reasons listed below.
Issues:
- Contact address incorrect, incomplete or not provided

But every time I am putting well format address. So what is the problem you think?

You should try with another adress and names and make sure your privacy policy page includes google adsense and cookies explanation

i have read on one of the forums that it is hard to be approved. you have to wait until you have 6 months worth of the content. Then reapply - not before that. Work on your blog, write some good articles and content (don't copy other stuff), get some visitors and traffic flowing to your blog, otherwise even at 6 months you won't likely get approval.

It might be the ip adress , adress, name, or country

I have part way approval.so I am in a worse position than if they just say no.......half way is like kissing your sister..they have reviewed part of my site....seems like they just like to mess with peoples lives to me!
