in a backlinknig sense: It is when your tier 1 links are interlinking between one another. Most usually do this in hope of passing my juice around to their Tier 1 links. It can also have a negative effect as it can increase the risk of a footprint being picked up by Google.

yes when the blog a links to blog b with a certain KW but also then blog a links to blog c with another related KW but not the exact same.

You can call it when a group of websites that are owned by the same person link to each other.
For example we have site 1 and site 2 and site 1 link to site 2 and site 2 link to site 1.

Best is to cross link between 2 related websites it definitely is beneficial if not overdone.
Both websites have unique content
Both websites are hosted on different IP address.
Anchor text is used for cross linking .
