Yes you are right all these steps are very important but the most important thing you neglect is social media. Social media marketing's importance increasing rapidly and with the passage of time its importance will increase therefore facebook, twitter, linkeding and google plus are very important sites in this scenario.

Yeah you forgot about the power of social networks this days. Your suggestions are good for backlinks etc, but if you have want to go viral and boost your traffic without the SEO part then you need youtube and social networks.
What is the point "Email to VIPs" ? Also the newsgroups became the thing of past. Further the free press release site are not worth the time spent unless you go for an expensive and reputed PR site. Still some of the points like forums posting, web directory submission are good to try.
Social network traffic getting better and better. Facebook already getting more impressions per day than Google it self so We can image what kind of traffic we are talking about here. Also you can get very targeted and quality traffic if you plan your promo correctly.
Forum and Blog Posting , Article Submission , Web directories , Social Bookmarking are the best ways to increase the traffic in my view ..!!

Thanks for sharing these 10 tips here. But your efforts also depend on the competition. Especially if the competition is high, it would be hard to move to the top. So, it takes patience and hard work.

I like to promote my website through face book, twitter and google plus.
Those are all viable ways. Don't forget social bookmarking on the big few like digg,stumble,reddit,diggo, etc... A real legit viral title could go on fire... :)
