which is the most effective tags in the following tags H1, H2, H3 for seo purpose ?

All 3 tags I think. You need to use H1 tags only once in your page for main keyword phrase and then H2 and H3 for main keyword and if its a longer page then for secondary keywords.

You can think of the 'h' tags in relation to a book. h1 is the title of the book. h2 are the chapters in the book. h3 tags are sub-chapters in the book. This is the proper semantic usage for these tags. They are not there to highlight keywords or bold text. They are designed to give clues to the importance and relationship of the content on the site.
